Constituent Assembly

The Constituent Assembly of the Academy is the representative body of the academic staff, general staff and students of the Academy.

The Constituent Assembly shall be elected for a term of three years by universal suffrage in accordance with the procedure laid down in the Regulations of the Election Commission of the Constituent Assembly, with proportional representation of the academic and administrative bodies of the Academy. The proportion of academic staff representatives in the Constituent Assembly shall not be less than 60 % and the proportion of students shall not be less than 20 % , in order to ensure, as far as possible, the representation of students at all levels of study. Student representatives at the Constituent Assembly shall be elected by the student self-government in accordance with the procedure laid down by it. The Constituent Assembly of the Academy shall elect its Chairperson, Deputy Chairperson(s) and Secretary.
The Constitutional Assembly shall be convened by its Chairperson. The Council, one third of the members of the Constituent Assembly, the Senate or the Rector may also call a Constituent Assembly. Upon receipt of such a request, the President of the Constitutional Assembly shall convene the Constitutional Assembly within 30 days and shall announce it not later than one week before the meeting.

Constitutional Assembly:

(a) approve the Constitution of the Academy and amendments thereto;
b) elect a candidate for the post of Rector nominated by the Council of the Academy;
c) may propose the removal of the Rector from office;
(d) hear the annual report on the activities of the Academy prepared by the Rector;
(e) elect the members of the Senate from among the academic and general staff;
(f) may recall members of the Senate;
(g) elect the Academic Arbitration Tribunal.

The functioning of the Constituent Assembly shall be governed by the Statutes drawn up and approved by the Constituent Assembly itself.
